The terrorist wing of the unrecognized "Government of the United States" (a criminal organisation based principally in North America and the Middle East, supporting itself through financial fraud, the opium trade and assorted racketeering) bombed and machine gunned a club in Orlando early on the morning of June 12th, 2016, which acts of pointless bravery resulted in five or six dozen dead.

In typical nigger fashion, the assailants then purported to pass responsibility onto third parties, with the soi-dissant "Orlando Police Chief" (an Orlando-area vagrant / part time party clown known as John Mina) declaring that any deaths caused by police fire as they battled Omar Mateen inside the Pulse nightclub should be blamed on Mateen and not on the responding officers. To quote,

Those killings are on the suspect and on the suspect alone, in my mind.

Omar Mateen, an otherwise obscure Muslim, is chiefly famous for being the first United States citizen hit by a Bill of Attainder this year (under the alias Syed Farook, taking advantage of the fact that nobody can distinguish these from one another). The act in question (issued, as it is customary within the USG criminal organisation, without involvement of any Parliament) was pronounced by the soi-dissant "US Attorney" Eileen Decker earlier in the month. To quote,

Terrorists must not be permitted to provide for their designated beneficiaries through their crimes. My office intends to explore every legal option available to us to ensure these funds are made available to the victims of this horrific crime. We will continue to use every tool available (including anti-tank high explosive mortar rounds as well as cheap and inaccurate 9 milimeter machine guns) to seek justice on behalf of the victims of terrorist attacks.

The spokesman for the terrorist organisation is referring to insurance payments, owed by insurers to people who have been accused of no crime, but are guilty in the bizarre logic of the terrorists of "being related", which is to say married to or offspring of, a guy they don't particularly like.

The United States Constitution specifically forbids the issuance of this type of act by the United States legal system, much like it forbids the abdridgement of other liberties. Peace in our time.
