In the wake of escalating tensions between Saudi Arabia and Iran, the Iranian government has announced it is forbidding its citizens from undertaking the Hajj, a pilgrimage to the the cities of Mecca and Medina and obligatory religious duty in Islam. This measure illustrates that states can and do impede their citizen's right to exercise their conscience even when their government was nominally established as an expression of that conscience.
