Following in the wake of the Detroit Mayor's announcement that they were too poor to pay a ransom, Michigan Governor Rick Snyder has announced that the state plans to deploy "volunteer information security experts" in order to combat attacks on Michigan's information technology infrastructure. This announcement came at the same North American International Cyber Summit.
The model supposes to borrow from the model in which volunteer brigades protect communities from the ravages of uncontrolled fire. It remains to be seen how well this model translates to information security considering that a strong prerequisite for information security is operational security. The group which has been named the Michigan Cyber Civilian Corps is was said to currently be accepting applications though the organizations site still says that a process for accepting applications is still being developed.
